The Local Forces Sub-Committee have not yet considered Hong Kong, but if they had I feel fairly certain they would have recommended the formation of a local Naval unit.
Its strategical situation, its wealth in normal time, and its commercial importance undoubtedly indicate that such a unit should, if possible, be formed.
In any case, I notice that it has been publicly announced in the House of Commons that the Government approved of the scheme.
I agree that the Governor should be asked for a fuller expression of opinion as to whether in normal times the maintenance of this unit will be possible in view of Sir E. Stubb's despatch, though from what I have heard privately I think the present Governor's opinion on this particular question is probably the correct one.
The question of finance seems to be the really important point. You will remember in the discussions about the proposed aerodrome at Hong Kong, it was stated that owing to the boycott, &c. Hong Kong would be unlikely to find the necessary money for some time I should imagine that the same argument would apply to this scheme, which involves considerably larger commitments and if it is a Lo afford one of the for things, I think the aerodrome in the more important me

I do not think that any aspect of this scheme could be usefully discussed by the Oversea Defence Committee at the present time.
